Planning commission recommends approval of remodel and service expansion at 17720 Studebaker Road

The Cerritos Planning Commission on April 2 voted 4-0 to adopt resolutions recommending that City Council approve a precise plan amendment and a conditional use permit amendment for the property at 17720 Studebaker Road.
Senior Planner Jeremy Lowe told commissioners that property owner Conan Properties seeks to remodel an existing 75,652-square-foot industrial building and amend a 2011 conditional use permit for an automobile reconditioning facility. The 2011 permit limited service to vehicles destined for sale at the Cerritos Auto Square; the amendment would allow service to privately owned commercial trucks and vehicles as well. Lowe said the use remains a conditionally permitted activity under the Cerritos Municipal Code and that the amendment "substantially conforms" to the originally permitted reconditioning use.
Proposed interior work includes a customer intake area, a waiting lounge, public restrooms and employee facilities; exterior work would modernize facades with gray metal panels and Ford Pro branding at the northeast corner. Landscaping plans call for 31,260 square feet of new landscaping (about 28% of the unbuilt area) including crepe myrtle, queen palm, date palm and western redbud. Roof-mounted mechanical units will be screened with corrugated metal panels to meet municipal-code screening requirements. The site covers approximately 4.63 acres and includes a secondary 1,565-square-foot garage building.
Staff said the project is categorically exempt from CEQA, that notices were mailed to property owners within 500 feet on March 21, 2025, and that staff received one emailed comment in support. Commissioners asked about electrical capacity for potential EV servicing; staff suggested that question was best answered by the applicant, although staff noted seeing a commercial truck serviced at the site during a site visit.
Commissioner Chauhan moved to consider and approve the conditional-use and precise-plan amendments together; Vice Chair Reyes seconded. The motion passed by a 4-0 vote. The commission's action was to recommend approval to the City Council, not final adoption by the council.
