Regents Nominating Council tables agenda after failing to reach quorum; plans special meeting to fill regent vacancy

The Regents Nominating Council opened its regular quarterly meeting at 10:03 a.m. but did not have a quorum, so Chair Agapito Pete Diaz tabled all agenda items and directed staff to coordinate a special meeting to fill a regent vacancy.
The action was procedural: with no quorum present, the council could not approve meeting minutes or hold the scheduled election of chair, vice chair and secretary. Diaz said the council will send a packet to the governor to fill the unexpired seat of former regent Roland Titeza, whose term ended Dec. 30, 2024 and was scheduled to run through October 2026.
The council reviewed current membership and noted that most seats are filled except for the representative from the Guam Youth Congress. Present members identified during the meeting included administrative council representative Dr. Mary Cruz; UOG Faculty Senate representative Dr. Christopher Rasmussen; UOG staff council representative Debbie Tobis; UOG Student Government Association public relations officer Barnett Gudocio; UOG Alumni Association acting chair and member secretary Natasha Stupa; the Mayor's Council of Guam representative Wayne Santos; community members at large Antonita "Toni" Blas and Anna Pangolinian; and vice chair Monica Quito (not present at this meeting). The council discussed coordinating a special meeting in April or early May so a nominee packet can be forwarded to the governor.
Council staff noted that the council's regular meeting schedule is tied to the Board of Regents calendar and that the next regular meeting is scheduled for July. Dr. Rasmussen told members his teaching schedule now conflicts with the 10 a.m. meeting time and asked the council to consider moving future meetings to 11 a.m.
Members also confirmed that they will not go into executive session at this meeting and that a previously tabled action from a Feb. 6 special meeting remains unresolved because the council lacked a quorum. Staff said they will email members to arrange a special meeting date that accommodates travel schedules and absences mentioned during the session.
The council did not take any formal votes at the meeting; all actionable items on the agenda were tabled pending a future meeting.
Next steps identified by members include scheduling the special meeting, completing and forwarding the gubernatorial packet to fill the unexpired regent seat, and confirming a replacement for the Guam Youth Congress seat ahead of the next convening.
