San Diego Gas & Electric testified as a sponsor and said the bill does not exempt projects from CEQA or public review; it seeks only to set a statutory deadline to make the process more predictable.
Opponents and commenters were limited in number; one nonprofit conservation group (Anza Borrego Foundation) registered respectful opposition, citing environmental concerns. Committee members discussed staffing and prioritization questions, including whether the CPUC has capacity to meet new deadlines and whether prioritizing certain projects would disadvantage other types of regulatory work.
Committee members and several witnesses said the bill is careful to leave CEQA standards intact while encouraging applicants to front‑load environmental information so agencies can complete reviews efficiently. The committee passed AB 941 and sent it to the Natural Resources Committee.
