Committee advances bill to define 'customary maintenance' for outdoor advertising

Assemblymember Mark Gonzalez introduced AB 770 in the Governmental Organization Committee to define “customary maintenance” for outdoor advertising displays and standardize enforcement across regulatory agencies. The bill’s sponsor and industry witnesses said the change would allow replacement of structural components, reinforcement of existing structures and clarify that maintenance should keep or reduce the number of posts.
Luis Gerardo Cuellar, vice president of legislative affairs for Bulletin Displays and a witness for the California State Outdoor Advertising Association, testified the bill is primarily a safety measure. He said clearer statutory language would allow companies and union workers to maintain billboards under consistent rules while complying with building codes and OSHA requirements.
No witnesses registered opposition. The committee established quorum, the author accepted questions and multiple members signaled support. The committee voted to pass AB 770 to the Assembly Committee on Appropriations with recorded ayes on the roll call.
