Council hears update on Greens at Indio development; applicant says Chick‑fil‑A, Dutch Bros close to starting

City of Indio planning staff and the project developer updated the City Council on the status of the Greens at Indio mixed‑use development during the April 2 meeting, saying several retail and restaurant tenants are nearing permits and construction could begin this summer.

Planning staff Brian Halverson said he reviewed the record and found that "those changes did not get carried forward, into the updated resolution and then carried forward to the council in December when the council actually approved the project." He said the applicant requested the correction and staff supports the amended conditions now in the council packet.
Developer representative Matt Ryland, identifying himself as the applicant on behalf of Can Do LLC, told the council the project is "fully permitted" in many respects and that the team submitted final rough grading mylars to engineering the night of the meeting. Ryland said Dutch Bros is "near permitted" and expects work to start in mid‑May. He said Chick‑fil‑A is "100% fully permitted, ready to start as soon as we are out of their way," and that the developer expects to begin moving dirt in the next few weeks and to see vertical construction "in the summer." Ryland also said AutoZone plans a large addition to complement the retail component.
Councilmember Gutron asked for the briefing to review the history and the status because of prior investments and Measure E funds connected to the project. Halverson told the council he will take additional responsibility to review resolutions and conditions after meetings to avoid similar omissions.
