Encinitas Youth Commission approves minutes and formalizes bylaws; readies calendar of community events

At its April 2 meeting the Encinitas Youth Commission approved the March 5 meeting minutes and voted to adopt formal bylaws. Members also reviewed a work plan that schedules art and volunteer events this spring, including Art Night (April 5), Arbor Day (April 5), Cyclovia (May 18) and a volunteer appreciation event (April 29).
The Encinitas Youth Commission on April 2 voted to approve the minutes of its March 5 meeting and to adopt a set of bylaws intended to codify how the commission operates.
The commission approved the March 5, 2025 minutes after Vice Chair Quaid Kelly moved to approve and Chair Leshinski seconded. Chair Leshinski, Vice Chair Kelly, Commissioner Crawford, Commissioner Hubbell, Commissioner Kinzelberg, Commissioner O’Malley, Commissioner Hsu and Commissioner Uy were recorded as voting “aye” and the minutes were approved.
Later in the meeting the commission voted to adopt the proposed bylaws. Vice Chair Kelly moved to approve the bylaws and Chair Leshinski seconded. The vote was recorded as “yay” from Chair Leshinski, Vice Chair Kelly, Commissioner Crawford, Commissioner Hamel and Commissioner Kinzelberg; the motion passed.
Commissioners spent the remainder of the meeting reviewing the youth commission work plan and scheduling community engagements for the spring. Staff and commissioners confirmed several near-term events and volunteer opportunities the commission will support or staff:
- Art Night / Adventure Lab — Saturday, April 5. The commission will operate an “Adventure Lab” scavenger-hunt-style activity spread across five locations; five commissioners were listed as volunteers for Art Night. Commissioners will be paired with a city staff member, volunteer or art staff at each location.
- Arbor Day — Saturday, April 5, 9 a.m.–noon, Cardiff Sports Park. The city invited volunteers to help plant trees and staff a city booth.
- Spring Egg Hunt — Saturday, April 19, 10 a.m.–noon. The city asked for youth commissioners to volunteer at the event.
- Volunteer appreciation — Tuesday, April 29, 4:30–6 p.m., Encinitas Community Room. The city scheduled a volunteer appreciation event timed for after school to allow youth volunteers to attend.
- Cyclovia — Sunday, May 18, 10 a.m.–2 p.m. The commission was asked to provide volunteers for a bike valet and an informational table about bike safety.
Commissioners also reported program-level work that staff said would move forward this spring: distribution of roughly 20–30 STEM kits assembled from donated robotics parts to the Encinitas Library within about two weeks, continuation of Techie Tutors (a program pairing seniors with tech-savvy volunteers), coordination on a habitat restoration project with the San Diego Botanic Garden (a May date was discussed but not finalized), and planning for an ocean-safety booth for June. Manager Hamer asked commissioners to coordinate final dates with city staff so appropriate staff coverage could be provided.
Chair Leshinski described the bylaws as “effectively codifying what we’ve already been doing as a commission for the past, like, year,” and commissioners discussed how the bylaws set Wednesday as the base meeting day while still allowing the commission to change a specific meeting date at a prior meeting.
The meeting concluded with a roundtable of school-related updates and the chair adjourning at 5:06 p.m.
