Orem planning commission opens public review of general plan draft, schedules next review steps

The Orem City Planning Commission on April 2 heard staff describe next steps for updating the city's general plan and agreed to increase public access to a working draft.
Planning staff said IT has granted permission to share the draft documents externally, enabling commissioners and outside reviewers to edit and comment in real time. "IT is gonna give me permission to share the document externally to you guys," staff member Jared said, adding the change should speed review and drafting.
Commissioners and participants emphasized the need for more public engagement and clearer data to support planning decisions. A commissioner urged staff to publish intermediate drafts, place notices in utility bills and the city newsletter, and invite city advisory committees to review sections relevant to their expertise.
"When the draft is partial or solid enough, we could make it available," Jared said, describing a plan to publish drafts on the city's website before public hearings. Commissioners suggested additional outreach to transportation, historic preservation and parks committees; several asked that staff invite those groups to present to the commission.
Why it matters: the general plan sets long-term policy that informs zoning, development approvals and capital investments. Commissioners said broader public review and better data will help the plan withstand scrutiny when zoning or code amendments follow.
Commissioners asked staff to add clear definitions and units to the land-use classifications, and to provide baseline data on current densities, infrastructure capacity and water and energy constraints. "We need that information so that whatever we're putting in here is backed up by facts," one commissioner said.
Staff outlined a near-term meeting schedule and topics: a continued introduction review and land-use discussion on April 16, redevelopment on May 7, and an economics session May 21; the planning commission is scheduled to present to the City Council on May 13. Jared said staff will circulate updated drafts in advance of each meeting.
Commissioners also discussed how the plan should present its assumptions. One member recommended the plan explicitly list key modeling assumptions and thresholds, because staff resources are limited and not all desired datasets will be immediately available.
The commission adjourned the work session at 6:52 p.m. and asked staff to circulate the editable draft for review and comments.
