Staff said the role was intended to improve the department's preparedness, support Texas Commission on Fire Protection and EMS certification requirements, and help sustain improvements to the Insurance Services Office (ISO) rating.
The fire chief and other council members described expected duties: coordinating curriculum, ensuring required certifications, overseeing EMS and ISO-related training, and engaging quarterly in field operations to remain connected to on-the-job realities. Staff clarified the position will be a non-exempt role and that training expenses remain a line-item in the department budget.
Council members and public speakers framed the position as a safety and infrastructure investment. Speakers noted prior manpower shortfalls had contributed to ISO point losses and that recent hires had reduced closure risks. A motion to approve the position was made and carried in open session.
Councilmembers asked staff to identify funding sources and emphasized ongoing oversight of training budgets and certification metrics as part of implementation.
