Collegedale parks reports: zipline repairs, playground parts received, parking-lot work and spring events

Parks and public-works staff updated commissioners on a string of parks projects and upcoming events, describing maintenance needs, enforcement limits and a schedule of community programs.
Parks staff reported that the zipline was operational "as of this morning" but that the structure has been repeatedly damaged by misuse; staff said they plan to add signage with age and weight limits and will pursue camera coverage that would not be live-monitored. "There is a deed restriction that to change anything, the donor and the city manager have to agree," staff said, noting that replacing or removing the zipline could require donor and city-manager sign-off.
Staff said all parts for the 6–12 playground had arrived and the contractor was scheduling repairs so that the playground could reopen as soon as possible. Parks staff also described upcoming parking-lot repairs that will begin with joint heating and repair followed by a seal coat and striping; staff said they plan to close the lot early on the scheduled day and would post notices on the website and social media in advance.
Commissioners and staff discussed enforcement for special events in the parking lot and confirmed a special-events permit process exists; staff also indicated they will check deed restrictions on the parking-lot property to ensure no unauthorized commercial sales will occur during community events.
Parks staff outlined a busy spring calendar: a community tree pick-up (150 trees), an airport movie night showing The Lorax, a craft swap, a youth-focused event with University of Tennessee at Chattanooga football players, a paper-shredding clinic and a Community Spark event on Earth Day featuring Tri-Community Fire Department and outreach from Hamilton County EMS and public-safety partners. Staff also noted a free concert by the Chattanooga Community Orchestra scheduled later in April.
Ending: Staff said they would pursue clearer signage and potential camera placement for the zipline, coordinate playground repairs with the contractor and communicate the parking-lot schedule and special-events permit requirements to organizers.
