USBE releases Utah Sunbucks (summer EBT) data timelines and submission options for LEAs

The Utah State Board of Education’s Child Nutrition Program (CNP) presented eligibility rules and a three‑round data collection schedule for the 2025 Utah Sunbucks (formerly Summer EBT) benefit.
Tammy (CNP) said two conditions determine individual student eligibility: (1) the student must be enrolled during school year 2024–25 in a school participating in the National School Lunch Program (NSLP) and (2) the student must have a free or reduced‑price meal determination between July 1, 2024 and August 31, 2025.
Why it matters: LEAs must identify eligible students and submit data so households can receive summer EBT benefits. CNP prefers automated submissions through the Utrecht s5 record but provided a Qualtrics upload as a fallback for districts whose SIS vendors are not ready.
Key dates and submission options CNP set these collection deadlines: round 1 due April 1 (first day of collection), round 2 due May 16 (newly eligible after round 1), and round 3 due September 5 (students newly eligible through August 31). Round 1 is expected to capture the bulk of eligible students.
Preferred submission is via Utrecht’s nightly s5 record. If a district’s SIS vendor cannot submit by April 1, LEAs should use the Qualtrics survey and the Excel template CNP emailed to food service directors. Tammy said Utah’s IT review cleared Qualtrics as secure for PII upload.
Special cases and parental opt‑out Students at CEP (community eligibility provision) or non‑base‑year Provision 2 schools do not have free/reduced determinations and must apply directly to the Department of Workforce Services (DWS) if they want Sunbucks benefits; CNP provided a DWS link in the presentation. Households that selected the “opt out” box on the LEA free/reduced application must also apply directly to DWS; opt‑outs prevent USBE from sharing eligibility with DWS.
Data fields and follow up Tammy listed required fields (LEA/school IDs and names, SSID where available, student name, DOB, guardian name and mailing address, enrollment and withdrawal dates, eligibility start/end, eligibility source, GWS data sharing opt‑out flag) and optional contact fields. CNP will pull s1 and s5 records when automated submission is in place and asked LEAs to coordinate internally on who will submit Qualtrics where necessary.
