Leah (USBE data staff) explained that the new AS exit code is intended to keep those students from being counted as dropouts for graduation‑rate calculations. She said the code should be used "for students exiting to adult ed for whom the LEA will retain responsibility and continue to provide special ed services." The existing AE exit code continues to represent a dropout unless the student later completes an adult‑ed diploma and the LEA updates the record.
Why it matters: districts that serve students who move into adult education programs but remain under an LEA’s special‑education responsibility must use AS to avoid an erroneous dropout designation.
Implementation and timing USBE said districts may begin submitting the AS code as soon as their SIS vendor supports it; the specification updates were not due to be published until August. The AS code will be treated as a continuing student for federal graduation and dropout calculations, like other transfer codes (HE, UC). USBE staff said they will not add automated validations on the AS code but will coordinate with adult‑education staff to verify enrollment in adult ed programs where relevant.
Staff contacts USBE asked LEAs to contact the data team or their SIS vendor if they need assistance implementing the new code.
