Senate orders Empire State Development study on kitchen incubators to spur small-business growth

The New York State Senate on April 1, 2025, approved legislation directing the Empire State Development Corporation to study the economic impact of optimizing and creating kitchen incubators across the state.
Senator Bariello, speaking in support, said operating and opening a restaurant is difficult and that shared kitchen incubators can support new local food businesses. Senator Clare, also speaking, said the average cost of even a simple commercial kitchen installation can exceed $20,000, and that shared facilities paired with business advisory services can lower barriers for entrepreneurs.
Clare said the bill will require Empire State Development to develop an action plan and to recommend business and advisory services to complement incubator infrastructure so startups “have every opportunity to succeed.”
The roll call for the calendar was announced as yes 60, no 2; the measure was recorded as passed. Sponsors and supporters urged budgetary consideration to help provide funding for incubator programs, but the bill as presented on the floor was a study and action-plan requirement rather than a direct appropriation.
