Department of Corrections requests $9.1 million deficiency; committee advances request to finance

Paul Schnell, commissioner of the Minnesota Department of Corrections, told the committee that the department seeks a $9,100,000 general-fund deficiency and legislative authority to reallocate $10,000,000 in previously appropriated funds to cover a shortfall for fiscal year 2025.
“Approval of this request is vital to ensure the continued operation of our state correctional facilities and maintain critical services and staffing levels necessary for public safety,” Commissioner Schnell said, describing improved staffing levels as the primary driver of the budget shortfall. Schnell said staffing at the department has risen to 99% from 76% in 2020 after investments, but that the vacancy savings the department previously relied upon are not available at current staffing levels.
Schnell told the committee that without additional funds the department could face operational challenges, including potential lockdowns to reduce staffing needs, which would risk facility security and services. Committee members asked about one-time rider funds and educational-program spending that had been used for laptops and secure networks for incarcerated learners; Schnell said much of that spending was one-time and had been committed to equipment and Pell funding, with remaining rider funds available to help offset the deficiency.
Senator Ron Latz moved the bill recommending passage and re-referral to the Finance Committee. The committee recorded the motion as passed by voice vote; the measure will advance to the Finance Committee for consideration.
