Panel hears bill to move state substance-use plan to the opioid/substance-use subcabinet

The Senate human services committee heard Senate File 3172, a measure to transfer statutory responsibility for the interagency state substance-use plan from the Department of Human Services to the interagency subcabinet on opioids, substance use and addiction, and laid the measure over for possible inclusion in the omnibus policy package.

Sponsor and agency views: Senator Mohammed introduced the bill and said it would align plan responsibility with the subcabinet and the office of addiction recovery. Jeremy Drucker, director of the Office of Addiction Recovery, testified the change is primarily administrative and organizational: "what we're doing here is transferring responsibility for an interagency state substance use plan from the Department of Human Services to the sub cabinet on opioid substance use and addiction," Drucker said. He told the committee the subcabinet's structure and duties are already aligned with the plan's goals.
