Bill to establish veteran‑led mentorship program laid over after sponsor presentation

Representative Jeff Clardy presented House File 1511 to establish a mentor‑mentee program that pairs veterans with at‑risk youth. He said the measure seeks to build durable relationships that can change life trajectories and noted his background as a teacher.

Steven Kent, a veteran and founder of the Be the Best Foundation, testified the nonprofit is veteran‑led and already works in schools, alternative education facilities and neighborhoods. Kent said the program would focus on mentorship, leadership development and accountability: "We hold kids accountable... If Kent made it out, then I can make it out. And I don't give no shortcuts, no excuses." He emphasized the organization’s experience and financial oversight.

Vice Chair Olsen asked whether the bill would be better considered in the Children, Youth and Families Committee where more funding lines exist; sponsors said they brought the bill to the veterans committee intentionally to highlight veteran involvement in outreach and to keep the program rooted in veteran leadership. Representative Clardy said he was open to discussion with other committee chairs about funding pathways.

The committee laid House File 1511 over for possible inclusion; no amendment nor final funding decision was made in the hearing.
