Committee approves AI evidence clinic pilot (SB655/HB966); sponsors say program is fiscally neutral

The House Judiciary Committee voted to approve Senate Bill 655 (cross-filed with House Bill 966), which would establish a pilot artificial-intelligence evidence clinic to be run by the Administrative Office of the Courts.
Committee counsel described an amendment (373,728) that made technical changes: it clarifies that agreements between the courts and any grantee may include a hold-harmless clause and it replaces the broader term "entity" with "grantee" to reflect that the Administrative Office of the Courts will manage the program. The committee adopted the amendment and then voted favorably on the bill as amended.
Delegate Carden told the committee that earlier drafts raised a fiscal-impact question; the amendments were drafted to ensure there is no required fiscal appropriation and that the bill is fiscally neutral. The chair called the roll and the committee adopted the favorable motion for the bill as amended.
Direct quote from the hearing: "When we had the hearing on this bill there was a question about the fiscal impact and the amendments that were originally drafted dealt with that to make sure that there's no fiscal appropriation or requirement now and so the bill is fiscally neutral," Delegate Carden said.
