Senate commerce committee advances six bills in unanimous work session

The Senate Committee on Commerce and Labor unanimously approved conceptual amendments and recommended passage on six bills during a work session, committee staff said.

The measures advanced with committee assignments for floor statements and unanimous voice votes. Committee research staff summarized each bill and the conceptual amendments before members voted to adopt the motions to amend and do pass.

Why it matters: The votes move the measures to the next step in the legislative process and assign floor sponsors. Several of the bills address workforce standards and insurance issues that committee staff said will later receive additional committee review, including possible review by the Finance Committee for fiscal notes.

What the committee did: Patrick Ashton, research division, Legislative Counsel Bureau, presented the work-session summaries. The committee approved the conceptual amendments and passed "amend and do pass" motions for these bills:

- Senate Bill 47 — Requires the Commissioner of Insurance to apply for gifts, grants and donations to support a study of parity between behavioral health and other medical coverage; conceptual amendments clarified study requirements and added workforce recommendations.

- Senate Bill 167 — Prohibits certain household cleaning product sales when manufacturers knew animal testing was performed; a conceptual amendment clarified exemptions and definitions.

- Senate Bill 285 — Clarifies apprenticeship program standards for certain construction trades; the amendment updated transitional use of previously approved standards.

- Senate Bill 352 — Revises Medicaid nondiscrimination and provider obligation language; staff presented a clarifying amendment.

- Senate Bill 353 — Establishes a Medicaid provider category and single per‑diem reimbursement rate for clinics that train students of certain mental health professions; amendment clarified clinic types and defined trainee and professional categories.

- Senate Bill 376 — Authorizes certain insured employees to seek treatment from a chosen physician or chiropractic physician under limited conditions; amendments adjusted appointment timing and reimbursement provisions and added electronic filing authorizations by hearing officers.

Committee context: The committee chair noted that all members were present for the work session. Floor statements were assigned to individual senators for each bill. Several of the measures carry fiscal notes or were expected to proceed to other committees for further review.
