Committee advances SB 244 to require CSU/UC to cover diagnostic assessments for students with disabilities

SB 244 (Grayson) would require the trustees of the California State University and request that the Regents of the University of California cover diagnostic assessment costs students need to qualify for academic accommodations. Senator Steven Grayson presented SB 244, which seeks to remove cost barriers to diagnostic assessments students need to document a disability in order to obtain testing accommodations and other services at California public colleges and universities. Grayson said diagnostic assessments can cost thousands of dollars and that out-of-pocket testing costs can prevent students from receiving accommodations and succeeding academically.
The bill would require the Trustees of the California State University to cover the cost of diagnostic assessments for specified students and would request (rather than mandate) a similar action by the Regents of the University of California. The author said the measure implements the legislature's intent to promote educational equity.
No witnesses appeared in room 2100 in opposition; the author said a witness had called in ill. Committee members had no prolonged debate in the hearing and the committee recorded a motion to refer the bill to the Senate Governmental Organization Committee; the clerk later reported the item as passed out of Education Committee with ayes recorded and no noes.
