Panel backs bill to modernize producer pre-licensing requirements while keeping ethics training

The author and industry sponsors said the measure would make licensure more accessible to people with time and financial constraints while preserving the exam as the principal gatekeeper.
Matt Powers of the Association of California Life and Health Insurance Companies and Sherry McHugh of the National Association of Insurance and Financial Advisors spoke as sponsors, saying modernization would reduce duplication across lines of authority while keeping consumer-protection training. Powers cited a 2011 NAIC analysis finding no correlation between mandated education hours and exam performance.
Robert Harrell of the Consumer Federation of California testified in opposition unless amended, urging that any change “rightsize” prelicensing and address broader concerns about professional standards, fiduciary duty and consumer protection. Harrell cautioned that some professional standards for agents remain lower than for other financial professions and that insufficient training can contribute to consumer harm.
The committee passed AB 943 as amended to appropriations with a recorded final tally of 17 to 0. Supporters and the author said they would continue discussions with consumer groups to refine protections while increasing access for prospective producers.
