Cities and county coordinate area-of-impact maps ahead of year-end deadline

Kootenai County and area cities on April 2 discussed progress updating area-of-impact (AOI) maps and agreements ahead of a statute-driven deadline to adopt new AOI boundaries by the end of the calendar year.

Mayor Ron Jacobson (absent from the meeting) had placed the item on the agenda to get a read on where cities were in their local review cycles. David Kellahan, identified in the transcript as Kootenai County Community Development Director, said communities must complete AOI updates and that the county would prefer to receive coordinated maps so it can process a consolidated hearing rather than staggered individual hearings.

A representative for Hayden Lake said the town and a neighboring jurisdiction (Pete Bredesen was not present) have largely agreed on AOI language and that staff were finalizing legal descriptions this morning. A Rathdrum representative said Rathdrum’s council adopted an updated AOI map last winter and that staff were reviewing the county agreement draft to ensure it aligns with the new code.

Several participants suggested exchanging draft agreements, legal descriptions and statutory references to reduce redundant work; one attendee said Pete Bredesen had already provided statutory authority citations for proposed changes. The group discussed timing and agreed sharing drafts would help the county conduct a single hearing where possible.

No formal action was taken; staff agreed to circulate drafts among cities and finalize legal descriptions for county review.
