Planning commission approves preliminary plat for 10‑lot single‑family subdivision; park fees and tree mitigation required

The Planning and Zoning Commission voted unanimously to approve the preliminary plat for a proposed residential development (PP 2025‑01) on a 14.614‑acre tract, creating 10 single‑family lots. The tract is the previously approved Yardley Dowell property and is currently zoned PD‑SF under the city code.

David, city planning staff, told commissioners the applicant (Consulting Group on behalf of Reach N Contractors LLC) submitted revised tree‑scape and plat documents addressing staff comments. The treescape plan documented existing trees to remain, trees to be removed and replacement plantings. Staff said the applicant proposes to mitigate 340 inches of removed tree caliper by planting replacement trees and/or meeting tree‑fund requirements.

The plat includes a 10‑foot trail that meanders through open space and connects to the existing trail system near Bison Meadow. Staff advised that technical requirements for preliminary plat approval had been satisfied and recommended approval with no conditions. Christie Phillips of Carroll Consulting Group represented the applicant and confirmed the submittal.

Staff also provided the park‑fee calculations required by ordinance: a fee‑in‑lieu of land dedication of $2,246.94 per dwelling unit (total $22,469.40) and park development fees of $1,293.19 per dwelling unit (total $35,401.30). Those fees will be due at final plat as required by city policy.

A motion to approve the preliminary plat passed unanimously. Staff said the final plat and associated documents will be forwarded to city council for action on the council’s April 22 meeting docket.
