The Carmel-by-the-Sea City Council spent the largest portion of its March 30 special meeting discussing potential revisions to city policy C-89-02, the policy governing council meetings, agenda packets, minutes and agenda distribution.
Mayor Byrne and city staff presented a multi-part proposal that would formalize steps for each agenda item, give the mayor the option to skip or shorten staff presentations when staff reports have been reviewed in advance, clarify public-comment rules consistent with the Brown Act, and allow the council to experiment with timed public-comment windows and curfews on meetings. Staff sought direction, not a final decision, and asked the council and public for comments to inform a draft revision to return to council.
