Newark council votes 3–2 to keep August recess; proposal to move recess to July fails

The Newark City Council on Jan. 23 considered a proposal to change the council’s annual recess month from August to July but rejected the motion on a 2–3 vote.
Councilmember Grondahl moved the proposal, stating that school schedules and the needs of educators and parents make a July recess more appropriate; Vice Mayor Little seconded. Councilmembers who opposed the change raised concerns that moving the recess would compress important agenda items into June, lengthen meetings and reduce opportunities for public participation and input from outside jurisdictions. Councilmember Jorgens said shifting the recess could make June meetings very long and reduce public attendance; Councilmember Contanzio noted that a majority of the council’s outside appointments and several Alameda County bodies take August off, which could reduce coordination if Newark met in August.
City Attorney staff briefed the council on remote‑attendance rules, explaining that councilmembers may participate remotely if they post their remote location on the agenda and make the location publicly accessible, with limited emergency exceptions for illness or childcare; staff also noted state law that a member who misses more than 60 consecutive days of regular council meetings may vacate the seat unless the council excuses the absence.
The formal vote to change the recess failed 2–3. No follow‑up staff action was directed at the meeting.
