Senate gives first readings to several bills and refers them to committees
Summary
The Vermont Senate gave first readings and referred a string of bills to committees, including S 139 on packaging materials and several House bills on flood risk, opioid abatement appropriations, public servant privacy, property tax rates and general appropriations.

Each measure was read for a first time on the floor; committees for referral were announced as part of the clerks— readings. No floor debate on these first readings was recorded in the transcript.
