The Committee on Rules and Legislative Administration heard a presentation and discussion on a supplemental agreement for house organization intended to supplement the February 5 power-sharing agreement; the committee did not take action on the item.
Mr. Gehring walked members through the supplemental agreement’s scope and provisions, saying the agreement would expire if either caucus achieves a majority of 68 members and that leaders agreed to seek ratification without amendment. The draft includes several procedural provisions: it provides standards for committee and floor procedure, prohibits a minority report to a committee report, suspends the fiscal calendar for the duration of the agreement, and prescribes a germaneness standard and 68-vote thresholds for certain motions.
Representative Schultz asked for clarification about the Legislative Coordinating Commission (LCC) chair rotation and whether the LCC chairing would follow the usual schedule. Mr. Gehring explained the chair of the LCC rotates biennially between the House and the Senate and that for this biennium the chair must be held by the House. Representative Schultz noted for the record that the Speaker Emerita would serve as the LCC chair for this session, and Co Chair Long thanked staff and described the document as a negotiated product between leaders.
Committee members said the supplemental agreement would be the subject of a motion when it is presented to the full House for consideration; no motion was made in the committee and no vote was taken during this meeting.
