Prison board approves routine payables and departmental reports; contract awards and hiring to return later

The Lackawanna County Prison board on March 2025 adopted routine procedural items by voice vote and approved departmental reports; several substantive procurement and personnel items were discussed but not finally awarded at the meeting.
The board unanimously approved (voice vote) the minutes of the prior meeting after a motion to waive reading and approve. The board approved a motion to authorize payment of current payables for the Community Corrections Center and later approved the controller’s and warden’s reports by voice vote. No roll-call tallies were recorded on the public transcript; each of these approvals was made by the chair asking, "All in favor? Aye," and the ayes were recorded.
Separately, the review committee recommended the board enter contract negotiations with Keefe Group LLC for commissary services; the committee also recommended Outreach as the GED provider and asked staff to proceed toward contract negotiations and certification. Those procurement matters were advanced to negotiation and will return to the Board of Commissioners or the prison board (as appropriate) for final approval after legal review and contract negotiations.
The board also noted that an executive session to interview candidates for the warden position had been held; interviews were complete but a vote on the appointment was not placed on the March agenda and will be scheduled at a future meeting or a special session.
