Subcommittees approve centralization of DCNR IT staff, add departmental HR technician

Members of the Assembly Committee on Ways and Means and the Senate Committee on Finance joint subcommittees voted today to approve the governor—s recommendations to centralize information-technology staff in the Nevada Department of Conservation and Natural Resources (DCNR) Director—s Office and to add a personnel technician in the Director—s Office.
The fiscal analyst, Justin Luna of the Legislative Counsel Bureau—s Fiscal Analysis Division, told the subcommittees the package includes adding three new IT positions (one IT professional 3, one IT technician 5 and one GIS analyst 2), transferring 23 existing IT-specific positions from other DCNR divisions to the Director—s Office with funding adjustments, and reclassifying four of the transferred IT positions. Luna also described a separate request for one new personnel technician funded with director—s-office cost allocation revenue to support departmentwide human-resources coordination.
Fiscal staff described a technical discrepancy between the transfer decision units and corresponding funding-source adjustments and recommended authority to make technical reconciliations. The staff recommendation also included issuing a letter of intent requiring DCNR to report to the Interim Finance Committee by July 1, 2026, on the effect of IT centralization on operational efficiencies, any unanticipated challenges, and staff time-tracking to confirm the cost-allocation methodology.
Specific amounts cited in the closing packet include $559,799 over the 2025–27 biennium to add the three IT positions; a $64,109 figure cited for reclassifications of transferred IT positions; and $134,282 over the biennium for the new personnel technician position. Fiscal staff described a net department impact and provided additional detail in the closing packet; staff were authorized to make technical corrections as needed.
Chair Taylor made the motion to adopt the recommendations as read by staff; Assemblymember Brown May seconded. The motion carried unanimously.
The subcommittees provided fiscal staff authority to make technical adjustments to reconcile transfers and revenue adjustments and to add the letter-of-intent reporting requirement to the Interim Finance Committee.
