County staff to advertise permanent easement for Eastern Shore Natural Gas along railroad corridor

Wicomico County staff informed the council about a proposed pipeline easement requested by Eastern Shore Natural Gas that would run alongside the railroad near the county correctional center and old sheriff’s facility.
County Attorney Paul Webber and Director of Administration Doug Luffman said the company seeks a 25-foot permanent easement (about one-third of an acre) and a roughly 60-foot temporary construction easement (about 1.3 acres). The county’s preliminary valuation presented in staff materials showed a proposed payment of $15,500 for the permanent easement and $21,800 for the temporary work-area easement.
Luffman said the county has required the company to avoid interfering with detention-center parking and that another, separate parcel transaction to facilitate the project will be presented to the council at a later meeting.
Though utility easements are not legally required to be advertised under local code, staff said they would follow the county’s standard practice of advertising for three weeks and, if the council requested, hold a public hearing — tentatively scheduled for May. No action was taken; staff will prepare the formal resolution and public-advertising schedule if the council directs.
