Commission approves Valley Center island annexation; county says zoning and utilities are next steps

The Sedgwick County Board of County Commissioners voted unanimously on April 2, 2025 to approve a City of Valley Center island annexation of just under nine acres, finding the annexation "will not hinder the proper growth and development of the area or any other city in Sedgwick County," as required under K.S.A. 15-520c.
Samantha Yang, assistant county counselor, presented the petition and timeline: the property owner requested annexation on Feb. 5; Valley Center passed Resolution 17709-2025 on March 4 requesting county inquiry; the county received notice March 5 and the commission acted within the 30-day window. Yang told commissioners the parcel is undeveloped, designated for agricultural use and that the owner has indicated plans that could include five single-family homes and a possible event center.
Yang explained service expectations: Valley Center will provide trash and stormwater under existing franchise agreements and will assume police duties upon annexation. The city told the property owner it has "no immediate plans to tie the subject property to its water lines" and the owner indicated acceptance of that timeline. Fire response and county road maintenance (80th and 50th streets named in staff comments) will remain as currently arranged; the county’s fire department provides mutual aid with Valley Center’s fire department.
Yang and planning staff said annexation does not include zoning approval; any rezoning or land-use approvals would be handled later by Valley Center’s planning process. Commissioners asked clarifying questions about the scope of the county’s decision and the distinction between annexation and subsequent city zoning. The commission voted to approve the county findings and the annexation request.
Action: the board’s roll-call vote was Bluebaugh Aye; Wise Aye; Howe Aye; Meitzner Aye; Chairman Ryan Beatty Aye. The county recommended the city proceed with its planning and utility steps.
