Marion County adds $1 million to River City Environmental contract to haul leachate

The Marion County Board of Commissioners on April 2 approved Amendment No. 3 to the county’s contract for services with River City Environmental Inc., adding $1,000,000 for a new contract total of $4,750,000 to support hauling and disposal of landfill leachate.
Andrew Johnson of Marion County Public Works told the board that disposal locations in the Portland metropolitan area have tightened acceptance criteria or stopped accepting the county’s leachate. He said Marion County historically generates between roughly 2 million and 4 million gallons of leachate annually, and the county’s lagoon inventory has grown as disposal options were restricted. The amendment expands the list of Department of Environmental Quality–approved facilities that can accept the county’s leachate and funds hauling to those alternate sites.
Johnson said the amendment dollars cover the planned hauling for the next year; the existing contract extends through 2026 and the county will either return to the board to extend or re-solicit when additional funds are needed. When asked about a schedule to close the open cell that contributes to leachate volume, Johnson said the county is redesigning that cell and expects to bid closure work once designs are approved by the Oregon Department of Environmental Quality, with a target window of about 18 months to two years.
The board approved the amendment by motion and voice vote.
