Marion County on April 2 adopted an administrative ordinance approving zone change and comprehensive plan change case ZCCP 24-003 for a property associated with Johnny C. Davidson, changing the zoning from Exclusive Farm Use (EFU) to AR-10 (rural residential) and the comprehensive plan designation from primary agriculture to rural residential.
John Specman of Marion County Public Works summarized the record: the county hearings officer held a public hearing on Nov. 4, 2024, issued a recommendation on Jan. 13, 2025, and the board held its public hearing on Feb. 19, 2025. The board-approved findings and ordinance were noticed on March 19, 2025 and were set for formal adoption on April 2.
During discussion, a commissioner asked about the cost and timeline for a landowner to pursue such applications. Specman said the county’s application fee for a zone change and comprehensive plan change with a Goal 3 exception is $6,010; for larger properties the fee includes an additional $70 per acre. Specman said the application in this case was submitted July 24, 2024, and the process took about 10 months. A former staffer observing the session estimated total out-of-pocket costs to the applicant — including attorney fees and pre-application work — could be “probably $15,000 to $20,000.”
The board voted to adopt the administrative ordinance approving ZCCP 24-003 by voice vote.
