Waco council approves minutes, proclamations, ordinances and consent agenda; several zoning measures advance

The council approved the minutes of the Feb. 18, 2025 regular session. Mayor Jim Holmes read a proclamation declaring April 5–11, 2025 as the Week of the Young Child in Waco; city representatives from early childhood organizations were present to accept the proclamation and described local collaborative workgroups focused on health, early learning, financial stability and workforce issues.
On the consent agenda, the council passed resolutions numbered in the 2025-233 through 2025-254 range, excluding resolution 2025-235 which had been pulled for separate consideration. City staff noted that resolution 2025-235 excluded Council member Porter Rood from voting due to a tax-exempt funding matter related to Baylor University; the council nonetheless moved the item and recorded the vote.
The council considered Ordinance No. 2025-255 to rezone approximately 3.37 acres (Lot 1, Block Z of the Edgefield Park addition; known as 90 Bagby Avenue) from R1B to O2 district classification. City Attorney Hamilton Carroll read the ordinance text; the item had been approved 6–0 on first reading on March 18 and passed on second reading at the April 1 meeting.
The council also approved Ordinance No. 2025-256, which amends the comprehensive plan and rezones portions of a larger tract (described in the Carlos Ocampo survey and recorded documents) as part of the proposed Waco Gateway addition. The ordinance had been approved 6–0 on first reading on March 18 and passed on second reading April 1.
