Oskaloosa council approves bond proceedings for Southeast Connector, levies and rezones property; schedules April hearings

The Oskaloosa City Council on March 17 approved multiple financing and land-use measures, including a resolution to begin proceedings to issue up to $3,105,000 in general obligation capital loan notes to help fund the Southeast Connector, a separate resolution authorizing roughly $2,955,000 in general obligation capital loan notes (Series 2025A) and levying a tax for their repayment, and an ordinance rezoning 1115 Eleventh Avenue West from R-2 (general residential) to GC (General Commercial).

Those items were taken as part of the regular agenda after the council passed a consent agenda that included a reappointment to the Planning and Zoning Commission, an appointment to the Library Board, and the scheduling of several public hearings for April 21. Mayor Dave Kritzfeld presided.

Why it matters: The financing measures establish the formal procedures to issue city-backed debt for capital projects and to certify a levy for repayment; the rezoning will change allowable uses for the 1.12-acre parcel next to the railroad and allow commercial parking for the applicant’s facility if built.
