The Loudoun County Board of Supervisors on April 1 ratified a tentative collective bargaining agreement between the county and Service Employees International Union (SEIU) Virginia 512 covering bargaining-unit employees.
Board members said the vote marked a long effort to create a negotiated framework for county employees. The agreement, effective July 1, 2025 through June 30, 2028, includes wage and supplemental pay increases phased over the contract term, a union bank of leave (1,500 hours), an annual-leave accrual increase, and a county 401(a) contribution match. The board recorded the motion to ratify the agreement and included a statement that funding for the contract is subject to annual appropriation.
"This is a historic moment," Chair Randall said during debate, thanking staff and union negotiators. Supervisors across the dais thanked county negotiators and union representatives for the negotiations.
The motion approved the ratification and noted the board—s good-faith commitment to appropriate funding necessary for the contract while clarifying that all funding remains subject to yearly appropriation and the board—s budget process.
The vote carried by unanimous voice vote of members present (8-0-1). The board directed staff to implement the agreement in coordination with human resources and finance and to include necessary appropriation requests in upcoming budget work as required.
Actions: ratification of the tentative collective bargaining agreement (effective July 1, 2025 — June 30, 2028), outcome approved.
