The Johnston City Council took the following formal actions during its March 17, 2025 meeting. Where available, the agenda item and the ordinance or resolution number are shown. All items below were recorded on the meeting minutes as passed unless otherwise noted.
- Resolution No. 25-71: Adopted the Dragonwood Urban Renewal Plan and designated the Dragonwood Urban Renewal Area (Agenda item 7A). Outcome: approved.
- Ordinance No. 11-36: First reading of the tax-increment financing ordinance for the Dragonwood Urban Renewal Area (Agenda item 7E). Outcome: first reading approved; additional readings required for adoption.
- Ordinance No. 11-32: Third reading and adoption of an official zoning map amendment to rezone 10.03 acres from Agricultural Reserve (AR) and R-1-100 to R-1-75 with AK overlay. Outcome: adopted and published.
- Ordinance No. 11-31: Third reading and adoption of an official zoning map amendment to rezone 3.7 acres from E-1 to E-2 (properties at 5725, 5705 and 5665 West Parkway). Outcome: adopted and published. (A council member recorded a dissenting vote during the discussion.)
- Resolution No. 25-68: Approved site plan for the Johnston Community School District locker-room and restroom building at the softball complex. Outcome: approved.
- Ordinance No. 11-35: First reading to adopt by reference utility account policies, fees and charges for water, sanitary sewer, stormwater and solid-waste accounts to allow enforceable billing adjustments. Outcome: first reading approved; staff will return a utility adjustment policy for council adoption.
- Resolution No. 25-72: Initiated text amendments to Chapter 165 (definitions), Chapter 167.03 (general provisions) and related zoning sections. Outcome: approved.
- Resolution No. 25-73: Approved a moratorium on using Chapter 167.035(b) administrative height exceptions for up to six months or until the text amendments are adopted. Outcome: approved.
- Claims: Approved claims in the amount of $1,203,863.30. Outcome: approved.
- Continued hearings: The council voted to continue two public hearings (Ordinances 11-33 and 11-34 rezoning items) to the April 7 council meeting and kept the public hearings open. Outcome: continued.
- Closed session: Council voted to go into a closed session under Iowa Code section 21.5(j) to discuss the purchase of particular real estate where premature disclosure could increase the price. Outcome: closed-session authorization approved.
