Council awards 2024 Green Meadows West sidewalk repairs; one bidder ruled unresponsive for missing bid bond

Johnston City Council on Monday approved plans and awarded the construction contract for the 2024 sidewalk repair program, Zone 2 (Green Meadows West), adopting Resolutions 25-84 and 25-85.
Staff told the council the city received five bids; two bidders withdrew due to bidding errors, two were unresponsive and one responsive low bidder remained. The engineer—s opinion of probable cost was reported at about $1,076,000; the low responsive bid was reported at about $1,015,000. Staff and the engineer recommended award to TK Construction Inc.
During the hearing a representative of CL Construction (an Iowa business) explained the company believed it was not required to include the bid bond with the initial submission and said the firm would have a bid bond by the following Wednesday. The representative asked the council to consider the firm despite the paperwork issue. City staff and legal counsel said the bidding instructions clearly required a separate envelope containing the bid bond and that the requirement could not be waived without compromising fairness to other bidders. Christine Stone, referenced in staff remarks as legal counsel, advised the city that a bid without the bond was not responsive.
Matt, public works staff, told the council the unresponsive bidders failed to submit required documentation. Staff also described some project unit details: the city is replacing 37 ramps as part of the project and noted a 4-by-4 concrete panel used in repairs will be approximately 4 inches thick; staff reported a cost for those panels at about $150 per 4x4 panel on this segment, compared with $278 per panel in the earlier Green Meadows phase.
Council members asked about schedule; Matt said a pre-construction meeting has not yet been held and that work is expected to start early to mid-April depending on contractor schedule. The council closed the hearing, approved Resolution 25-84 (plans/specifications/estimate) and Resolution 25-85 (award of contract) by recorded votes.
The city encouraged CL Construction to submit bids on upcoming segments and directed interested firms to Public Works staff for questions.
