The Parks, Recreation and Community Resources Advisory Commission took formal actions on several agenda items during its April 1 meeting. Key votes and administrative items are listed below.
• Consent calendar: The commission voted to receive and file items 9a and 9b (motion carries 5‑0).
• LA Kings special event (Agenda item 10a): The commission recommended that City Council approve the Impact Level 3 Los Angeles Kings beach activation and related exemptions, subject to commission requests that the event title and branding emphasize the Kings, that the program be reduced to eight days (rather than 10), and that staff and the producer finalize daily hours (commission recommended approximately 10 a.m.–7 p.m.). Vote: 5‑0; recommendation forwarded to City Council for formal action.
• CIP 6‑19, Kelly Court Improvements (Agenda item 11b): After extensive public comment and technical review, the commission recommended City Council proceed with the project as presented and re‑advertise for construction; commissioners also directed staff to re‑engage the stakeholder group to revisit hours, open play, equipment choices and enforcement. Vote: 5‑0.
• CIP status report (Agenda item 11c): The commission received and filed the department’s FY24‑25 CIP status report (motion carries 5‑0).
• Live Hermosa recreation brochure (Agenda item 11a): The commission received and filed the report on programming distributed through the city’s biannual recreation brochure and discussed outreach and swim‑lesson options; motion carries 5‑0.
• Fee waiver grant request (Agenda item 11d): The commission approved a $288 fee waiver grant to SoCal Beach Foundation for volleyball fundraiser events (May 4 and Sept. 27, 2025). Vote: 5‑0. Staff noted the grant balance and eligibility criteria when recommending approval.
• Park hours (Agenda item 11e): Staff recommended no immediate modification to citywide park hours (currently 5 a.m.–10:30 p.m.). The commission voted 5‑0 to receive and file the report and directed staff to ask the Police Department to provide an expanded call‑volume analysis that includes summer 2025; the commission requested the item return in the fall with that seasonal data.
All votes recorded at the meeting were unanimous (5‑0) for the motions described above. The commission’s approvals and recommendations are advisory; final decisions on contracts, permit exemptions, fee waivers and any potential code amendments rest with City Council and, where applicable, other reviewing agencies.
