Commission keeps status quo on park hours for now, asks for summer data and police input

Staff told the Parks, Recreation and Community Resources Advisory Commission on April 1 that Hermosa Beach’s citywide park hours (currently 5 a.m.–10:30 p.m.) should remain unchanged for now after a departmental review and a comparison with other cities.
An internal working group that included Community Resources, Public Works, the City Manager’s Office and the Police Department analyzed best practices and a six‑month Police Department call log (Aug. 2024–Feb. 2025). Staff reported that most park‑related calls occur during daytime hours, and Police Department staff told the working group that the existing hours provide officers with a useful operational window for clearing parks and enforcing curfew and other codes.
Commissioners raised safety and neighborhood concerns and requested additional seasonal data. Several commissioners said they had received resident complaints about after‑hours activity during summer months and asked staff to return with a full summer‑period analysis before the commission considers changing hours.
The commission voted 5‑0 to receive and file the staff report and directed staff to request the Police Department run a call‑volume analysis that includes the upcoming summer period; the commission asked staff to bring the item back in the fall with the expanded dataset and any proposed code or operational changes. The motion did not change park hours.
