Medina Valley ISD trustees approve major construction contracts and budget amendment; appraisal-district building purchase fails

Medina Valley ISD trustees on March 31 approved two construction contract awards and a budget amendment to pay for portable relocations and technology reimbursements, while rejecting a resolution authorizing the Medina Central Appraisal District to purchase a separate building.
The board voted to award the contract for the Middle School No. 3 portion of the district's projects to Bartlett Cocke General Contractors in the amount of $69,341,500, and approved increasing the owner's contingency by $2,658,500, bringing the total project authorization to $72,000,000. The board delegated authority to the superintendent to finalize the contract.
The trustees also awarded the Medina Valley High School Agricultural/JROTC building contract to W.R. Griggs Construction in the base-plus-alternates amount of $10,905,000 and approved an owner contingency of $645,000, bringing that project total to $11,550,000. The board again delegated authority to the superintendent to execute the contract.
Separately, the board approved a budget amendment that recognizes an E-rate reimbursement of $146,769 and shifts funds for classroom furniture, technology devices and portable moves. The amendment funds relocation of portables from Lucky Ranch to Silos and three portables from Medina Valley High School to Medina Valley Middle School, plus decking and site work. The amendment passed on a board vote.
Trustees approved a contract for portable-building relocation services with Dotson House Moving LLC not to exceed $175,536.31; that award covers the line-item moving costs and new aluminum decking referenced in the budget amendment.
Board members also approved election-related items: joint-election service contracts with Bexar County and Medina County election offices, a revision of the May 3, 2025 general election order after one single-member-district race became uncontested, and acceptance of the certified unopposed candidate (Susan Lee) for Single Member District 4, which led the board to cancel that particular election. The board adopted the cancellation order and the revised general-election order.
A resolution presented to approve acquisition of a building by the Medina Central Appraisal District failed after a board vote. District staff had described estimated minimal renovation needs and a quoted renovation cost of roughly $200,000 for the 5,000 square feet the appraisal district would occupy; the motion did not carry.
Other personnel and administrative votes: the board approved the superintendent's recommendation appointing Oscar Vega as principal of La Costa Elementary and ratified administrator contract renewals for the 2025-26 school year.
Motions and movers: multiple motions during the meeting were moved and seconded by trustees on the dais. Several motions were stated on the record as unanimous with "all board members voted for" the motion.
