The San Gabriel City Council voted unanimously to authorize a professional services agreement with Tyler Technologies for a new enterprise resource planning (ERP) system, approving a one-time implementation cost of $417,208 and an annual subscription fee of $125,169.
Finance director Wilco Holacula told the council the procurement is driven by Tyler's announcement that it will stop supporting the city's existing Eden system beginning in February 2027, leaving San Gabriel without updates or security patches if it does not migrate.
Holacula said the city began a comprehensive evaluation in February that included full-day demonstrations of two vendors and that Tyler's enterprise ERP best met the city's operational, technical and functional requirements. "Tyler Technologies is proven in the local government municipal ERP market," Holacula said, noting neighboring cities also use Tyler products. He described features to be added, including a human resources information system module to streamline payroll and personnel processing, browser-based access for remote staff, and improved budgeting and forecasting.
Council members asked about the implementation timeline, training and ongoing subscription costs. Holacula said Tyler schedules implementations by quarter and the earliest available start date the vendor offered was Oct. 1, explaining the vendor limitation rather than city staffing. He also said the implementation budget includes 1,344 hours of vendor-provided implementation work that will include training.
Holacula noted the city currently pays about $42,000 for its existing Eden subscription and that as an existing Tyler customer the city will receive credit for that subscription. He also said the council earlier budgeted $250,000 for the project in fiscal year 2024-25 and that remaining implementation costs would be budgeted in 2026-27.
Vice Mayor Denise Menchaca moved to approve the agreement; Councilmember Eric Chan seconded. The motion passed 5-0 with Mayor Wu, Vice Mayor Menchaca, Councilmember Chan, Councilmember Ding and Councilmember Herrera Avila voting yes.
The council's approval authorizes the city manager to execute the agreement; Holacula said staff will return as needed with implementation updates and budget adjustments as the project progresses.
