Near-term procurement and timing: Staff said two small installation contracts (a crane pad preparation and related site work) and building permits are necessary to meet a May deadline for installing vault toilets. Tom had authority to sign the purchase quote for the vault toilet; staff said without a streamlined encumbrance path the county risked missing installation timing tied to planned mountain-bike events. To avoid delay, the board agreed it was acceptable to leave current purchases in parks and to set up a Spence Mountain sub-department starting July 1.
