On April 1, 2025, the Brookings Planning Commission voted to approve file CUP-3-25, a conditional-use permit to operate a short-term rental at 1118 Easy Street.
Planning staff told the commission the property is a 0.21-acre flag lot in an R-1 single-family zone and is developed as a three-bedroom, two-and-a-half-bath house with a two-car garage. Staff said the paved driveway can accommodate three vehicles, meeting the off-street parking requirement, utilities are in place, and a local representative within the Brookings urban growth boundary will be available to respond to repairs, disputes or to terminate occupancy if necessary. "Staff recommends approval and has prepared a final order to be considered," planning staff said during the hearing.
The applicant, identified in the record as James Byrd, appeared and told commissioners, "Looks like we've met all requirements and ... we have no additional comments actually." Commissioners asked whether the applicant still resided at the property; Byrd said he did not. Staff reported they received no written comments from adjoining property owners. The applicant waived any additional written argument and asked for a decision at the meeting.
After brief discussion, a commissioner moved to approve the conditional-use permit "based on the findings and conclusions stated in the staff report and subject to the conditions of approval." A second was recorded. Commissioners Chapman, Bruce, Wilkowitz, Bond and Whitmore each voted "aye" and the motion carried. The commission then approved the final order for file CUP-3-25 on the same basis and with the same recorded ayes. The motions and recorded votes were entered into the public record as the formal actions on the item.
The commission also approved its minutes from the March 4, 2025 meeting and noted there is one commercial CUP tentatively scheduled for May 6. The meeting adjourned at about 7:12 p.m.
