The changes include adding section 2-3-31.5 titled “meetings,” amending section 2-3-28 regarding meetings, chairperson and recording secretary of appointive boards and commissions, amending the title of article VII of chapter 2, amending section 2-7-48 related to city manager contracting authority, adding section 2-7-49 regarding contracting authority for the city attorney and city clerk, and repealing section 2-1-07 regarding prohibited campaign contributions. During the meeting Councilmember Becerra said the ordinance is “great clean up language that we really needed.”
Council discussion included a request that the personnel board be structured to allow additional meetings if needed to address backlogs of cases; a council amendment added explicit language permitting up to two additional meetings per month. City staff noted the Brown Act already permits special meetings, but the amendment formally signals a regularized ability to expand personnel board meeting frequency.
