Oxnard Issues Proclamations for Library Week, Arts and Culture Month and Fair Housing Month

The Oxnard City Council on April 1 issued three ceremonial proclamations honoring National Library Week (April 6–12), Arts, Culture and Creativity Month (April 2025), and Fair Housing Month (April 2025).
Kathleen Ashmore, director of the Oxnard Public Library, accepted the library proclamation and described the library’s usage over the past year, including visits to the system’s three locations, program attendance, and circulation across physical and digital collections. "The past year Oxnard Public Library has had over 67,000 visits to our three locations. We've had over 14,000 people attend 947 programs. We've had over 80,000 items checked out," Ashmore said, and noted the library’s outreach events and a “library of things” that includes nontraditional items such as telescopes and kitchen equipment.
Council members also proclaimed April 2025 as Arts, Culture and Creativity Month. A representative of the City of Oxnard Culture & Community Services department said the Culture & Arts Division reaches thousands of residents and youth through year-round education, drop-in recreation and special events; the speaker noted youth programming and an upcoming art gala on April 24 at Oxnard PAL Gym. Local artists and arts organizers — including Gabriel Islas, Carolyn Marina Mullen of the Oxnard Performing Arts Center, and several teaching artists — spoke to council members about arts education, local outreach and community exhibits.
The council also proclaimed April 2025 as Fair Housing Month. Rebecca Elliott, 2025 president of the Ventura County Coastal Association of Realtors, accepted the proclamation and noted April 2025 marks the 57th anniversary of the Fair Housing Act (Title VIII of the Civil Rights Act of 1968). Elliott said discrimination persists despite the law’s passage and invited the public to a fair-housing event on April 23 at the Santa Paula Ag Museum from 11:30 a.m. to 3:30 p.m.; she provided the association website, vcrealtors.com, for details.
The proclamations are ceremonial and do not by themselves change city policy or funding. Speakers used the occasion to summarize library usage data, arts outreach metrics and fair-housing outreach plans.
