Several councilmembers raised the topic of scheduling flexibility for committee meetings so that, on nights when one committee cancels, another could begin earlier to reduce late evenings for participants. Staff and legal counsel cautioned that the city is constrained by Measure M, a voter-approved provision that prohibits council legislative-body meetings from beginning before 5 p.m.; keeping a consistent published schedule helps the public plan to attend, officials said.
Councilmember comments reflected a balance between flexibility for members and predictable schedules for public access. The council voted 7-0 to adopt the bylaw amendments.
