Staff and legal counsel cautioned that the city is constrained by Measure M, a voter-approved provision that prohibits council legislative-body meetings from beginning before 5 p.m.; keeping a consistent published schedule helps the public plan to attend, officials said.
Councilmember comments reflected a balance between flexibility for members and predictable schedules for public access. The council voted 7-0 to adopt the bylaw amendments.
