City presents second-year, third-quarter strategic plan update; 73% of initiatives reported complete or substantially progressed

City staff presented the second-year, third-quarter update to Lake Forest’s current strategic plan at the April 1 council meeting, reporting progress on initiatives and listing near-term items expected to appear in the fiscal-year 2025–26 budget process.
Assistant to the City Manager Nydia Nieves told the council the strategic plan (adopted June 20, 2023) is now in its second year; this is the plan’s seventh quarterly update. Staff reported “58 or 73% of initiatives have been completed or reached substantial progress,” 14 initiatives have been started, six have not been started, and two are in transition.
Nieves highlighted completed work on strategic-plan initiative number 42 — community focus groups — conducted by consultant Cultural Edge. The city ran six focus groups with a total of 48 participants to gather qualitative context to complement quantitative survey results. Staff said findings were shared with the Community Services Commission and at a recent strategic-planning workshop.
Items the presentation identified as likely to be completed by June 2025 include the shopping-center study, a citywide sign refresh and a noise-ordinance update under Goal A; a law-enforcement staffing-needs evaluation under Goal C; and updates to the draft strategic plan and CIP to be considered during the April 29 budget workshop. Staff said the strategic-plan update for 2025–27 is underway and will be incorporated into the operating budget process before adoption in June 2025.
During public comment on the update, resident Andrew O’Connor raised separate concerns about e-bike enforcement and heavy-truck impacts near proposed industrial changes. Staff characterized the item as a receiving file and no council action was taken.
The presentation and workshop material will be used to prepare draft budget and CIP documents for the April 29 budget workshop and subsequent budget hearings in May and June.
