The resolution notes the city’s level of compliance and the department’s staffing and equipment constraints.
Fire department staff explained SB 1205 reporting stems from statewide requirements created after the 2017 Oakland Ghost Ship fire and that the state requires the governing body to formally acknowledge the jurisdiction’s compliance status. A department representative told the council the report shows the city is not currently inspecting every required R1/R2 residential occupancy annually and that the report is intended to ensure the governing body understands the shortfall; staff said the state does not impose an immediate monetary penalty but expects transparent reporting.
Council members asked about common violations found during inspections (combustible storage, overdue servicing of fire protection systems, nonfunctional smoke alarms) and requested trend comparisons to peer jurisdictions; the department cited Ventura County and several cities as comparators and said many jurisdictions report full compliance while a few show partial compliance.
The council moved, seconded and approved the resolution 7-0.
