Staff said the ordinance would require a public hearing and suggested combining the hearing with the budget process; the plan presented would set the ordinance to take effect July 1, 2025, at the start of fiscal year 2026 if the council proceeds after a public hearing. Council members said modest compensation could broaden the volunteer pool and help maintain continuity for roles that require time-consuming fiscal and administrative duties, such as the treasurer.
On budget timing, staff reviewed statutory deadlines and recommended preparing a draft budget for review at the May 6 meeting with a tentative adoption that month if members are satisfied; the final adopted budget deadline is June 22 unless tax rates increase, in which case the deadline extends to Aug. 17. Staff offered to prepare two budget scenarios — with and without a tax rate increase — to show options for road work or other priorities next fiscal year.
Councilors asked staff to circulate the draft ordinance and budget documents in advance and to schedule the ordinance public hearing to align with the budget hearing in June. No ordinance was adopted at the April 1 meeting; the council directed staff to set public hearing dates and circulate materials for public comment.
