Consultant alleges FERPA and IEP compliance failures; says she offered services to district

Dr. Lauren Margrave used her public-comment time April 1 to raise allegations about student-privacy and special-education compliance in Lexington City Schools.
Margrave said an IEP-related email was sent to the wrong parent and described that as a potential FERPA breach. She also alleged that at least one IEP evaluation deadline was missed and that required services were not delivered to a student. "These are legal violations," she said, and said she has considered reporting matters to the U.S. Department of Education.
Margrave said she has worked with the district’s special-education director to resolve some issues and that her nonprofit provides free supports to families while her private business sells services to help schools remain compliant. In her remarks she criticized district leadership for not meeting agreed quarterly check-ins with her and said that, in her view, more support is needed to prevent recurring problems.
