The Goleta City Council on April 1 approved a resolution adopting the Measure A five‑year local program of projects for fiscal years 2025–26 through 2029–30, after a staff presentation on how the city intends to use its share of the countywide sales‑tax measure.
Measure A is a voter‑approved transportation sales tax ordinance. Teresa Lopes, the city’s senior project manager, told the council the countywide Measure A program is estimated to generate about $257 million over the next five years and described how the city proposes to allocate its portion. “Goleta is projected to spend approximately 60% of our Measure A revenues on alternative transportation improvements,” Lopes said, while noting Measure A includes a maintenance‑of‑effort requirement to prevent local agencies from shifting local pavement spending onto Measure A funds.
The resolution formalizes the city’s Program of Projects (POP) submitted to the regional agency and maintains the city’s emphasis on active‑transportation projects. City staff said a large share of the city’s Measure A allotment is earmarked to help pay for construction of the San Jose Creek multipurpose path; staff also identified annual Safe Routes to School line items of $25,000 per year for restriping and crosswalk markings. Council members asked questions about how Measure A dollars are categorized on the SBCAG submittal form and how local pavement work is tracked under the Measure A maintenance‑of‑effort rules.
Mayor Perotti, who represents Goleta during regional Measure A discussions, said the city is working with Santa Barbara County Association of Governments (SBCAG) as part of planning for an eventual Measure A renewal and urged staff to highlight to residents the benefits the city has received from Measure A funding.
The council adopted the resolution by roll call vote; all members present voted in favor.
The vote completes the city’s required annual POP submission to SBCAG for Measure A funding allocation and sets the spending priorities staff will pursue over the next five years. The council may revisit the POP in future annual updates or if project funding needs change.
